Phase II builds on the first regional programme and widens it: from Serbia and North Macedonia to Montenegro, Bosnia and Herzegovina, Albania and Türkiye.
The delivery sequence is the same in every country. Local facilitators map and enrol entrepreneurs; business centres run adapted training and one-on-one mentorship; cluster experts open procurement and supply relationships; and a grant scheme supports formalisation and growth.
